Open Question: How to give custody of a child(Virginia)?

I have been living with my daughter and wife in Greece, but my daughter wanted to live with her uncle in Virginia, which he is also fine with. She is in high school and is fifteen years old, and would like to continue high school there. Both my wife and I agree with this, and would like to give custody of her to my brother(her uncle).
